Un ristorante fatto bene- A well done restaurant

Oggi ragioniamo un po’ meglio su quelle che sono le caratteristiche strutturali e di attrezzatura che deve avere un ristorante per essere adeguato agli standard igienici richiesti. (NOTA: le indicazioni specifiche, come ad es. le metrature, vanno considerate valide nel territorio del solo Friuli Venezia Giulia mentre le indicazioni di carattere più generale possono essere una utile base di ragionamento anche per le altre regioni nelle cui normative igieniche ed edilizie di solito si ritrovano).

Today we think a little better about the structural and equipment characteristics that a restaurant must have in order to be adequate for the required hygienic standards. (NOTE: the specific indications, such as for example the sizes, must be considered valid in the territory of Friuli Venezia Giulia only, while the indications of a more general nature can be a useful basis for reasoning also for the other regions in whose hygienic and building regulations of usually find themselves).

CUCINA

La superficie dei locali cucina non deve essere inferiore a 12 mq dove la superficie di somministrazione fino a 80 mq (va calcolata al netto dei servizi, locali di deposito e banco di mescita). Per superfici di somministrazione che superano gli 80 mq è necessario un aumento pari al 10% della differenza tra la superficie e gli 80 mq. Nel calcolo della superficie di somministrazione vanno valutate anche le pertinenze esterne utilizzabili durante tutto l’arco dell’anno.

Ad es. per una superficie di somministrazione di 180 mq sarà necessaria una cucina di: 180-80= 100; 10% di 100 = 10; superficie necessaria della cucina 12+10= 22 mq.

  • Pavimento: deve essere realizzato in materiale resistente, impermeabile, antiscivolo, facilmente lavabile e disinfettabile; il raccordo tra le pareti ed il pavimento deve essere arrotondato; gli eventuali scarichi a pavimento (griglie, canalette ecc.) devono avere le caratteristiche di facile pulizia e disinfezione.
  • Pareti: devono essere rivestite da materiale resistente, impermeabile, non tossico, facilmente lavabile e disinfettabile fino all’altezza di m. 2.00. Il raccordo fra pareti e pavimento deve essere arrotondato. Gli angoli esposti vanno protetti con paraspigoli.
  • Soffitto:  le eventuali controsoffittature, le canalizzazioni aeree ecc., devono essere realizzate in modo da ridurre la condensa e la formazione di muffa e da impedire l’accumulo di polvere e la conseguente caduta di particelle sulle aree sottostanti.
  • Aperture verso l’esterno di finestra e/o porta-finestra: devono essere dotate di reti antinsetti a fitte maglie, facilmente amovibili per la pulizia; in alternativa il locale deve essere dotato di dispositivi antinsetti e antiroditori.

Le attrezzature devono essere posizionate in modo da garantire ovunque uno spazio di transito di larghezza pari ad almeno 80 cm, devono essere costituite da materiali facilmente lavabili e disinfettabili, resistenti alla corrosione, ed essere rispondenti alle norme antinfortunistiche:

  • i dispositivi di cottura quali fuochi, piastre, friggitrici ecc. devono essere posizionati sotto cappa che deve essere debordante rispetto al piano di cottura, e/o altre attrezzature che producono fumi e/o vapori, e deve essere collegata ad una canna fumaria indipendente, sfociante oltre il colmo del tetto.
  • le attrezzature frigorifere devono essere dotate di termometro, preferibilmente a lettura esterna, e devono essere adeguate alle necessità di conservazione dell’attività, se necessario anche alla separazione di alimenti igienicamente incompatibili.
  • i lavandini devono presentare doppia vasca ed essere in numero e di dimensioni adeguate all’attività con dotazione di acqua calda e fredda (escluso l’eventuale lavandino dedicato al SOLO lavaggio delle verdure). In cucine di ridotte dimensioni l’acquaio ed il lavamani possono essere coincidenti, purché a doppia vasca e con dispositivo non manuale di erogazione dell’acqua calda e fredda e distributori di sapone ed asciugamani;
  • deve essere presente lavastoviglie adeguata alle potenzialità e necessità dell’attività che se di tipo industriale con produzione di vapori, dovrà essere dotata di idonea cappa aspirante, collegata a canna di esalazione sfociante in facciata;
  • i piani di lavoro di adeguate dimensioni, in materiale liscio, resistente alla corrosione, facilmente lavabile e disinfettabile;
  • armadi e credenze adeguati alle necessità dell’attività, per riporre pentole, stoviglie, posate, utensili ecc., al riparo dalla polvere e da altre fonti di contaminazione;
  • contenitori per le immondizie in numero adeguato alle esigenze dell’attività, con apertura del coperchio azionabile a pedale.

Anche l’organizzazione del lavoro deve essere tenuta in considerazione è il requisito principale è quello della “marcia in avanti” che deve far procedere il flusso delle lavorazioni dai depositi delle materie prime, alle superfici di lavoraione finbo ad arrivare al cliente senza che vi sia mai un ritorno sulle superfici di una fase precedente per prevenire le contaminazioni crociate. Un esempio di schema di organizzazione degli spazi (in condizioni operative ottimali) può essere quello sottostante:

KITCHEN

Ceiling: any false ceilings, overhead ducts, etc., must be made in such a way as to reduce condensation and the formation of mold and to prevent the accumulation of dust and the consequent fall of particles on the underlying areas.
Openings towards the outside of windows and / or French windows: they must be equipped with anti-insect nets with dense meshes, easily removable for cleaning; alternatively the room must be equipped with anti-insect and anti-rodent devices.
The equipment must be positioned in such a way as to guarantee a transit space of at least 80 cm in width everywhere, must be made of easily washable and disinfectable materials, resistant to corrosion, and comply with accident prevention regulations:
cooking devices such as burners, plates, fryers, etc. they must be positioned under the hood which must protrude from the hob, and / or other equipment that produce fumes and / or vapors, and must be connected to an independent flue, opening beyond the ridge of the roof.
the refrigeration equipment must be equipped with a thermometer, preferably with external reading, and must be adequate for the conservation needs of the activity, if necessary also for the separation of hygienically incompatible foods.
the sinks must have double basins and be of adequate number and size for the activity with hot and cold water supply (excluding any sink dedicated to washing vegetables ONLY). In small kitchens, the sink and the hand wash basin can coincide, as long as they have a double basin and a non-manual device for dispensing hot and cold water and soap and towel dispensers;
there must be a dishwasher suitable for the potential and needs of the activity which, if of an industrial type with the production of vapors, must be equipped with a suitable extractor hood, connected to the exhalation pipe leading into the facade;
worktops of adequate size, in smooth material, resistant to corrosion, easily washable and disinfectable;
cupboards and cupboards adapted to the needs of the business, for storing pots, dishes, cutlery, utensils, etc., protected from dust and other sources of contamination;
garbage containers in a number adequate to the needs of the business, with pedal operated lid opening.
The organization of work must also be taken into consideration and the main requirement is that of the “forward march” which must make the flow of processing proceed from the raw material deposits, to the working surfaces until reaching the customer without any never a return on the surfaces of a previous phase to prevent cross-contamination. An example of a space organization scheme (in optimal operating conditions) can be the one below:

Deve essere comunque evitato il transito di fornitori ed imballaggi attraverso la cucina, e quello dei lavoratori attraverso la cucina per arrivare allo spogliatoio.
Prima del congiungimento degli scarichi con la fognatura dell’edificio o con la condotta pubblica, deve essere installato un pozzetto separatore grassi, con le caratteristiche previste dalle vigenti norme tecniche. Preferibilmente dovrebbe essere posizionato esternamente ai locali, se ciò non è possibile per ragioni tecniche deve essere rigorosamente a tenuta stagna e in una posizione che possa favorire eventuali operazioni di ispezione, manutenzione e scarico.

LOCALE DI SOMMINISTRAZIONE

Altezza, illuminazione, ventilazione, pavimento e pareti devono sottostare ai requisiti già visti nella parte generale.

Se nel locale è presente un eventuale banco di somministrazione  questo dovrà essere dotato di:

  1. lavabicchieri a ciclo termico per la necessaria igienizzazione della stoviglieria;
  2. lavello/lavamani con acqua calda e fredda e distributori di sapone liquido ed asciugamani monouso per l’igienizzazione delle mani degli operatori;
  3. vetrina frigorifera per l’esposizione dei prodotti deperibili, dotata di termometro, preferibilmente a lettura esterna per la corretta conservazione degli alimenti a pronto consumo;

LOCAL OF ADMINISTRATION
Height, lighting, ventilation, floor and walls must comply with the requirements already seen in the general part.
If there is a possible administration desk in the room, it must be equipped with:
thermal cycle glass washers for the necessary sanitation of the tableware;
sink / handwash with hot and cold water and liquid soap dispensers and disposable towels for the sanitation of the operators’ hands;
refrigerated display case for displaying perishable products, equipped with a thermometer, preferably with external reading for the correct storage of ready-to-eat foods;

DISPENSA E DEPOSITO

Preferibilmente in prossimità della cucina e di superficie indicativamente non inferiore a mq. 6 – con lato minimo di almeno m. 2.00.
La realizzazione di una dispensa è facoltativa purchè il locale deposito sia ubicato preferibilmente allo stesso piano della cucina e sia adeguatamente dimensionato al fine di consentire una corretta gestione dei prodotti alimentari, comprese le bibite, le acque minerali, ecc.

Se viene realizzato un deposito questo deve avere superficie indicativamente non inferiore a mq. 8 – con lato minimo di almeno m. 2.00 per esercizi con superficie di somministrazione fino a mq. 80.
Per esercizi più ampi la superficie del locale di deposito dovrà essere indicativamente almeno 1/10 della superficie di somministrazione.

DISPENSE AND DEPOSIT
Preferably in the vicinity of the kitchen and with an area of approximately no less than square meters. 6 – with a minimum side of at least m. 2.00.
The creation of a pantry is optional as long as the storage room is preferably located on the same floor as the kitchen and is adequately sized in order to allow correct management of food products, including drinks, mineral waters, etc.

For larger stores, the surface of the storage room should be approximately 1/10 of the administration surface.

SERVIZI IGIENICI AD USO DEI DIPENDENTI

Per garantire un elevato standard igienico delle strutture utilizzate dal personale addetto alla manipolazione degli alimenti, si ritiene opportuno realizzare un servizio
igienico riservato esclusivamente al personale.
Negli esercizi in cui sia prevista la semplice cottura dei cibi nel retro banco mediante piastre e/o caldaie, non è necessaria la predisposizione delle docce per i dipendenti, ma si richiede comunque la realizzazione di uno spogliatoio per il  personale addetto.

Solo nel caso di lavori che comportino la realizzazione di un nuovo servizio igienico
o l’ampliamento di quello esistente o nel caso in cui le attività vengano svolte in locali precedentemente non aperti al pubblico, i servizi igienici dovranno essere dimensionati per disabili.

TOILET SERVICES FOR THE USE OF EMPLOYEES
In order to guarantee a high level of hygiene in the facilities used by food handling personnel, it is considered appropriate to create a service
hygienic area reserved exclusively for staff.
In businesses where simple cooking of food is required in the back counter using plates and / or boilers, the provision of showers for employees is not necessary, but the construction of a changing room for the staff is still required.
Only in the case of works involving the construction of a new toilet
o the extension of the existing one or in the event that the activities are carried out in premises not previously open to the public, the toilets must be sized for the disabled.

SERVIZI IGENICI PER IL PUBBLICO

A seconda della della superficie di somministrazione è richiesto:

  • n. 1 wc con lavamani nei locali con superficie netta di somministrazione fino a 60 mq;
  • n. 2 wc con lavamani, divisi per sesso, nei locali con superficie netta di somministrazione da 60 a 150 mq;
  • n. 3 wc con lavamani, nei locali con superficie netta di somministrazione da 150 a 300 mq.

Solo nel caso di lavori che comportino la realizzazione di un nuovo servizio igienico o l’ampliamento di quello esistente o nel caso in cui le attività vengano svolte in locali precedentemente non aperti al pubblico, il servizio igienico dovrà essere a norma per disabili.

HYGIENIC SERVICES FOR THE PUBLIC
Depending on the area of administration is required:
